№ А-430/23.06.2020 г.

На основание чл.44,ал.2 от ЗМСМА във връзка със Заповед № РД-01-353/22.06.2020 г. на Министъра на здравеопазването

НАРЕЖДАМ:

I.Въвеждам следните временни противоепидемични мерки на територията на Община Доспат, считано от 23 юни 2020 г. до 30 юни 2020 г:
1. Всички работодатели и органи по назначаване организират провеждането на противоепидемични мерки в работните помещения, както следва:
а) дезинфекция съгласно алгоритъм, посочен в Приложение №1;
б) недопускане до работните помещения на лица с прояви на остри респираторни болести (повишена температура, кашлица, затруднено дишане, загуба на обонянието, нарушение или загуба на вкус и други);
в) инструктаж на персонала за правилна хигиена на ръцете, съгласно посоченото в Приложение № 2 и осигуряване на сапун и вода и дезинфектант;
г) създаване на организация, която да осигури физическа дистанция между лицата най-малко от 1,5м.;
д) осигуряване на лични предпазни средства на персонала в зависимост от спецификата на работа и оценка на риска на работното място (защитна маска за лице, шлем, ръкавици и др.);
2. При непосредствено обслужване на клиенти, изискващо разстояние по-малко от 1,5 м. е задължително използването на защитна маска за лице или предпазен шлем. По изключение се допуска обслужване на клиенти без защитна маска за лице или предпазен шлем, когато са осигурени механични прегради от стъкло или друг прозрачен материал, позволяващ влажно почистване или дезинфекция.
3. Всички физически или юридически лица, които са собственици или управляват обекти с обществено предназначение, търговски или други обекти, които предоставят услуги на гражданите, освен мерките по т. 1 и 2 прилагат и следните противоепидемични мерки:
а) организират дейностите си по начин, който осигурява спазването на дистанция най-малко от 1,5м. между лицата, на които се предоставят съответните услуги в помещенията и прилежащите към тях площи на открито;
б) осигуряват дезинфектант за ръце на входа на обекта;
в) създават организация и контрол на входа на обекта по отношение на броя на влизащите лица с цел недопускане струпване на хора и спазване на дистанция
г) поставят на видно място на информационни табели и информират по друг начин потребителите на услуги за задължението за спазване на физическа дистанция, хигиена на ръцете и носене на защитни маски на лицето при посещение на съответния обект.
4. Всички лица, когато се намират в обществения транспорт, в аптеки и лечебни заведения са длъжни да имат поставена защитна маска за лице за еднократна или многократна употреба или друго средство, покриващо носа и устата (в т.ч. кърпа, шал, шлем и др.), които се използват съгласно препоръките в Приложение №3.
5. Поставянето на защитна маска за лице за еднократна или многократна употреба или друго средство, покриващо носа и устата (в т.ч. кърпа, шал, шлем и др.) на всички закрити обществени места, изключение за клиентите за местата за хранене и в питейните заведения, е задължително, при спазване на препоръките в Приложение №3.
6. Поставянето на защитна маска за лице за еднократна или многократна употреба или друго средство, покриващо носа и устата (в т.ч. кърпа, шал, шлем и др.) на всички открити места е препоръчително.
7. По смисъла на т. 5 и 6 „обществени” са местата, които са свободно достъпни и/или са предназначени за обществено ползване.
8. Противоепидемичната мярка за спазване на физическа дистанция от най-малко от 1,5м. разстояние между лицата, които се намират на обществени места ( в т.ч. паркове, улици, автобусни спирки).
II. Противоепидемичните мерки по т. I, 1-3 са задължителни за прилагане от всички работодатели/органи по назначаване и физически и юридически лица, които са собственици или управляват обекти с обществено предназначение, търговски или други обекти, които предоставят услуги на гражданите, и чиято дейност не е преустановена с акт на държавен орган за времето на обявената извънредна епидемична обстановка.
III. Лицата по т. II. Са отговорни за организиране на прилагането и изпълнението на въведените с тази заповед противоепидемичните мерки.

Заповедта да се изпрати на кметовете на населени места, кметския наместник и се качи на сайта на общината за сведение и изпълнение.
Контрола по изпълнението на заповедта е на Общинския кризисен щаб и органите на МВР.
