На основание чл. 90, ал. 2 от Кодекса на труда, във връзка с чл. 217, ал. 5 от Закона за предучилищното и училищното образование,
О Б Я В Я В А М
Конкурс за заемане на длъжността „директор” на следните училища на територията на област Смолян:

І. Кратко описание на длъжността:
Директорът на училището ръководи образователния процес в институцията в съответствие с държавната политика в областта на образованието, планира, организира, координира, контролира и отговаря за цялостната административно-управленска и финансова дейност в институцията.
ІІ. Изисквания към кандидата за заемане на длъжността:
- Да е български гражданин, гражданин на друга държава членка, чужд гражданин, ако е предложен по междудържавни спогодби, продължително пребиваващ в страната чужд гражданин (при получено съгласие) или дългосрочно и постоянно пребиваващ в страната чужд гражданин;
- Да не е поставен под запрещение;
3.Да не е осъждан за умишлено престъпление от общ характер независимо от реабилитацията;
- Да не е лишен от правото да упражнява професията;
- Да не страда от заболявания и отклонения, които застрашават живота и здравето на децата и учениците, определени с Наредба № 4 от 2016 г. за заболяванията и отклоненията, при които не може да се заема длъжност на педагогически специалист;
- Да не му е налагано дисциплинарно наказание „уволнение“ по чл. 188, т. 3 от Кодекса на труда (КТ) и трудовото правоотношение да не е било прекратявано на основание чл. 330, ал. 2, т. 6 от КТ или на основание чл. 328, ал. 1, т. 5 от КТ в едногодишен срок преди подаването на документите за конкурса, освен ако уволнението не е отменено като незаконно по надлежния ред;
- Да има не по-малко от 5 години учителски стаж. За заемане на длъжността „директор“ в спортно училище е необходим не по-малко от 5 години учителски стаж или 5 години професионален опит в областта на физическото възпитание и спорта.;
- Да има висше образование с образователно-квалификационна степен „магистър“ в съответното на длъжността професионално направление съгласно Класификатора на областите на висше образование и професионалните направления и професионална квалификация, необходима за изпълнението на съответната длъжност.
Изискването на т. 3 не се прилага за лицата, осъдени по наказателни дела, посочени в чл. 1 от Закона за политическа и гражданска реабилитация на репресирани лица.
III. Начин на провеждане на конкурса:
- Конкурсът се провежда в три етапа:
1.1. Допускане по документи;
1.2. Писмен изпит – тест
1.3. Интервю.
- До участие в конкурса не се допускат лица, които не са представили всички необходими документи или представените документи не удостоверяват изпълнението на изискванията за заемането на длъжността.
- Председателят на комисията по допускане до конкурс публикува на интернет страницата на РУО – Смолян списък с недопуснатите до конкурс кандидати, като едновременно с това им съобщава с писмо (лично или с обратна разписка) съображенията за отказа.
- Председателят на комисията по допускане съобщава с писмо с обратна разписка на допуснатите кандидати датата, часът за започване и мястото на провеждане на конкурса и едновременно с това публикува на интернет страницата на РУО – Смолян списък с допуснатите кандидати, в който се посочват датата, часът за започване и мястото на провеждане на конкурса.
- Разработват се три варианта на тест, които включват 50 затворени въпроса.
- Председателят на конкурсната комисия, преди започването на писмения изпит, запознава кандидатите със системата на определяне на резултатите и минималния резултат, при който кандидатът се счита за успешно издържал теста.
- Решаването на теста е анонимно, като всеки кандидат попълва формуляр по образец, който се запечатва в плик малък формат. Решеният тест заедно с малкия плик се поставят в плик голям формат, който се запечатва.
- Председателят на конкурсната комисията уведомява кандидатите за резултатите от теста, като на допуснатите до интервю кандидати писмено се съобщават датата, мястото и часа на провеждането му.
- Интервюто се провежда по определен график, като кандидатите се подреждат по азбучен ред.
- Председателят на конкурсната комисия, преди започването на интервюто, запознава кандидатите със системата за определяне на резултатите.
- Комисията оценява кандидатите по следните компетентности, съгласно Приложение № 3 към чл. 42, ал. 2, т. 2 от Наредба № 15 от 22.07.2019 г. за статута и професионалното развитие на учителите, директорите и другите педагогически специалисти, в сила от 02.08.2019 г.:
11.1. Педагогическа компетентност
11.2. Управленска компетентност, включваща:
– Административна и правна култура
– Планиране, организиране и контрол
– Управление на ресурси
11.3. Социална и гражданска компетентност
ІV. Необходими документи за участие в конкурса:
- Заявление до началника на Регионално управление на образованието – Смолян за участие в конкурса. В заявлението задължително се посочват адрес за кореспонденция, телефон за контакт и електронна поща;
- Декларация по образец за удостоверяване на обстоятелствата, посочени в раздел II, т. 1 – 6 от заповедта
- Документ за самоличност (представя се при подаване на документите за сверяване на данните и се връща на кандидата незабавно);
- Копия от документи за придобитата образователно-квалификационна степен, допълнителна квалификация и учителска правоспособност, които се изискват за длъжността; ако дипломата на кандидата за придобито в Република България образование е вписана в Регистъра на завършилите студенти и докторанти, в заявлението се посочват номер, дата и издател на дипломата, а ако документът за признаване на придобитото в чужбина образование е вписан в регистрите за академично признаване на Националния център за информация и документация (НАЦИД), в заявлението се посочват номер, дата и издател на документа за признаване, като копие на диплома не се прилага;
- Документ, удостоверяващ изискуемия учителски стаж или професионален опит – трудова и/или осигурителна книжка или друг документ, удостоверяващ такъв трудов стаж (копие/я);
- Карта за предварителен медицински преглед (когато са изтекли повече от три месеца от последното прекратяване на трудовото/служебното правоотношение на кандидата);
- Документ за проведен медицински преглед, удостоверяващ липсата на заболяванията по чл. 2 от Наредба № 4 от 2016 г. за заболяванията и отклоненията, при които не може да се заема длъжност на педагогически специалист – оригинал.
При подаването на документите се представят и оригиналите за сравняване.
Копията от представените документи следва да са ясни и четливи.
Подаването на необходимите документи за участие в конкурса се извършва лично от всеки кандидат или чрез пълномощник в РУО – Смолян.
При подаване на документите на кандидатите или на техните пълномощници се предоставя длъжностна характеристика за конкурсната длъжност.
- Срок и място за подаване на документите:
Документите се подават от 11.06.2020 г. до 13.07.2020 г. включително в Регионално управление на образованието – Смолян, адрес: гр. Смолян, бул. „България“ 14, ет. 5, стая № 515, лице за контакт: Йорданка Карова – ст. експерт ЧР, тел. 0301/6-24-53, моб. 0879959587
